No Admin Dashboard Access

The problem I am having is that the H5P plugin is not presenting correctly on the admin dashboard.  The plugin appears for me in the plugin page, as well as in settings.  I have done testing on a staging site to find out that the plugin when deactivated, deleted, and reinstalled works just fine.  The problem with this is it deletes all of my H5P content currently on the site. If I download the content and try to upload into the fresh new plugin, I get errors saying the file is not allowed, even though I just downloaded them from the same site that is running the content without issue. I have changed the upload file limit to make sure that is not the issue.  There also is no change in the problem even when all plugins are deactivated and twenty-twentyone is applied.  This is mostly occurring with the course presentation files.  Could someone please help guide me in the right direction as to 1. why admin dashboard is gone, or 2. why my files won't upload to a fresh install.
