removing playback speed in h5p interactive video

Hi, we are very excited to use h5p to host our course. Everything works great and Thank you for this amazing product. 

I just have few issues if anyone in the community can help:

1. I want to remove the playback speed that i will be using from vimeo pro as i do not want students to fast forward it (2.0) as the course requiremnet is they must spend at least 30 minutes to go to next section and I have used one true/false question at the end of video. 

2. I want to check if there is a way where in case of internet connection issue, they can start from where they left. Especially for videos section. 

Can bookmark help? I just want to ensure that we do not want students to start it again after they have viewed some sections in the video already.
