Multi-Quizzes to "Pass" a Course?

Good Morning,

I am building an online multi-module training. There will be 8 modules and at the end of each module there will be a quiz using H5P that they'll need to receive a 70% ore more to pass. I'm wondering if there's a way to code the training as a whole so that it reads whether they passed each module to get a final certificate. So if they passed each quiz, then they get a certificate of completion for the module as a whole. 

I just need a way for it to recognize if all modules were passed, and then for it to either show a specific page, or to email someone who could then email the final cert, or something else. Is this possible??
