moodle plugin and vimeo

Per this link (https://h5p.org/node/45238), figured out how to get the h5p plugin to work with vimeo content. This requires putting in a link for high def, and vimeo states that anyone with these links can play the video. This circumvents a lot of the security for that video content, since one of the features of vimeo is that you can lock down privacy of the video, where it can be embedded, etc.
Two questions
1. is there a way to provide a link such that you don't have to use one of these "master" links
2. If you need to use one of these links, is it assured that someone interacting with this video content through h5p cannot get access to that link, and thus circumvent the security on the video?
