Since I have no experience in creating plugins I was thinking about adding some of the libraries found at https://github.com/h5p.

To use them, are plugins (WordPress, Drupal, etc..) mandatory or can I add those libraries directly to my web-app?

You need a supported CMS (e.g. Wordpress, Drupal, Moodle) to host content or embed from, or create your own integration if you want to use it with your web app.
