Waiting for JavaScript in Moodle

Hi,
We are getting "Waiting for JavaScript..." in Moodle. The Moodle version is 3.3, PHP version is 5.6 and H5P version is 1.20.2. Please see the screenshot.
There is not any error in the console. Please assist. Thank you.

Hello everyone. First time
Hello everyone. First time poster.
We have an online course and I've been working with it constantly. When we switched to a new host, all our H5P stuff stopped working and so far, I've not been able to pinpoint WHEN it happened or WHAT caused it to happen. I'm just dealing with it and considering re-creating all our course materials.
So here's the question.
While I'm seeing this "Waiting for javascript" error message, is there a way to FIND my old data (perhaps it is in an old backup?) and import it into a new install of WordPress?
I am trying to re-create my WordPress installation right now and try to break it again, so I can give you the steps to re-create it.

MORE BACKGROUND: I don't know why this happened, but when I look for my H5P content now, I get "Waiting on Javascript." I've gone back to ALL my old backups. This worked perfectly until I changed hosts. And now NONE of those backups have H5P content. They ALL say "Waiting on Javascript." This makes no sense to me.
I have tried deactivating every plug-in. Same result. I have even deleted H5P.
After the H5P re-install, it says "No H5P content available. You must upload or create new content."
My thinking was I could IMPORT the old stuff, but there's no EXPORt file. And I cannot EXPORT it when it's saying "Waiting on Javascript."
Where is that data? I have everything. I have the H5P directories.
I tried adding all the H5P directories on a new staging site to no avail. "No H5P content available. You must upload or create new content."
I'm pretty frustrated but I want to keep using H5P.
