Navigation Hotspot not working

I'm creating a branching video that allows the user to choose between 2 paths.  I want a back button to be present during both paths in case the user changes their mind and wants to go down the other path.  I'm using a navigation hotspot to take them back to the frame with the choices, however, the hotspot disables if the user scubs the timeline and drops it anywhere inside the in and out point of the hotspot.  If they scrub back past the in point of the hotspot and allow it to play from there, it turns back on.  Is this a known issue, and is there a fix?
