Moving .h5p files from Wordpress to Blackboard

I have been exporting the .h5p files from Wordpress into Blackboard by accessing the uploads/h5p/exports/ folder in the wordpress install.
However, some of the files do not have the Download option turned on and so the .h5p files for these are missing from this folder.
Apparantly this is available under the "Publish Settings" but I cannot find this anywhere in the interface.
I have attached screenshots of one of the offending h5ps below.
Where am I going wrong?

In Wordpress while creating/editing you see this option on the right side of the editor under "Display Options". If this is not showing you need to go to Settings -> H5P and enable "Toolbar below content".
