this is the message when I try to create content with H5P in Moodle:

Error, unable to load libraries.

This is a bit short information in order to determine what is wrong. Can you open you console (ctrl + shift + j for Chrome) in your browser and see if you have any error messages and paste them here ?

Hello 

The issue was not relate with H5P, the problem was a permission with my server.

jquery.js?ver=2019111300:2 Allow attribute will take precedence over 'allowfullscreen'.

 

 

We are getting this error after migration to the new server on moodle 3.8 . please help me on this.

Its showing this error while debugging. please check and give the fix for the issue.
