Looking for developer for (paid) creation of new H5P type: Case Study

Hope this is the right place, it's hard to find people that are specifically skilled in H5P development.

I'm creating various elearning courses and rely heavily on H5P to deploy course content. The request is regarding my tests, which are now developed as branching scenarios. The issue is scoring: in a scenario you can score each answer and give a total. However, I would like to have more than one score to make it more of a case study.

As an example, consider a lawyer who needs to counsel on legal compliance for a new project. He is assigned a budget and two or three goals (e.g. acceptance by customers, days until release, chance of getting fined) that he must balance against each other. Each answer thus affects multiple scores. In the example, hiring outside counsel to do a legal review would decrease your budget, increase days until release but decrease chance of getting fined. Customer acceptance would not be affected.

Ideally this would also work in a more linear fashion, e.g. an interactive presentation that walks you through the aspects of the case. The branching is less relevant in a case study: it's more of a matter of walking through the various phases and making your decisions.

Any thoughts on how to approach this in a general case would be much appreciated. I'm of course willing to pay for development and the results should become available on the public H5P site, as it seems like a generally useful tool.
