We are in a rural project for schools with no internet access so I was wondering if it is necessary to have Internet access to play H5P content?

In our setup we have Apache
In our setup we have Apache web servers in rural schools that are connected to laptops and tablets using wifi, so I was wondering if can install H5P libraries on this server and avoid access to Internet.

I would think so. If you can
I would think so. If you can install WordPress, Drupal or Moodle there you should be able to install H5P as well.
