Is there a way to clone H5P-content within a WP-site or how can you activate the "Clone button" in a WP or a Drupal-site?

There is not clone feature for WP as far as I know. For Drupal you can activate it by enabling the clone module.

You can always download H5P-content and re-upload it though, but this is indeed significantly less efficient then just pressin a clone button.

This would be an awesome addition to WP. Would make loads of content creation a lot faster!
