Developed needed for integrating PDF reader with annotation

I need to implement a PDF reader with annotation capability "within" H5P. What we're trying to achieve is to have a text on the left side of the screen with highlighter/markup and annotation ability, and H5P questions on the right side of the screen. It needs to launch together and look like it's integrated. The annotations don't need to be saved when the H5P quiz is submitted.
