Moodle: Allow ability for admins to update/add content types from admin page

Right now to add/update content types an admin needs to go into a course and click on "Add an activity" and then choose Interactive Content (H5P) and then in the Content Type box search for the content type to add or update and then click on Install or Update.

It was be better for admins to be able to do that from the admin tools page and to be able to do the operation in bulk.
