Content creation

Is there a way to control what libraries are available in the course presentation editor? Would like to remove some of the options in the top ribbon of the editor as won't be using a few a them and would like to declutter and control what elements can be used in the course presentation

i can not see toolbar for add interaction for creating a interactiv video into Moodle plug-in. Does anybody know why?
