Why is the "Overall Feedback" expanded by default?

Why is the "Overall Feedback" section expanded by default in the drag & drop authoring screen? I feel this gives that section un-necessary importance over the other sections Behavioural settings and Text overrides and translations which are not expanded.

Moving comments is not possible in forum but I understand what you mean . I did however removed my reply and created a forum but left Lisa's post so at least she has a reference to it (I hope you don't mind :-)
