What does Background Opacity do as setting for Interactive Videos in Course Presentations? can be set from 0 to 100

It works for text and graphics in a course presentation slide (against the background graphic) but for IV it is not clear how it can be used.

BTW it would be great as an option for text and graphics on top of video.
