Chrome Error in H5P.com

We are getting a Third-Part Cookies disabled error that requires the user to click the Authenticate button every time a H5P item appears in our Canvas LMS on Windows 10. Some useres are getting this and others are not, even though the settings are exactly the same and the Allow Cookies is turned on in Chrome. The same pages/H5P items are fine in Firefox, Safari and Microsoft Edge.

This is becoming more widespread so wondering if it is a Chrome Update issue. Any ideas to solve would be useful.

Manually update H5P plugins.

I am having a problem updating H5P contents. My web server is located in China, and Wordpress.org is blocking IP coming from China. I think it was due to some over request traffic from China IP address. 

I always get  cURL error 28: Operation timed out after 30000 milliseconds . 

I know its an issue with my web server PHP setting, but I have no luck changing the 30second value. Anyway, Is there a way for me to upload the H5P Manually like FTP the files to the web directory?
