Interactive Video submit screen button negates purpose of disabling navigation

I just discovered that the current implementation of the "submit screen" defeats the purpose (for us, anyway) of the "Prevent skipping forward in a video" feature. Essentially, users can now access the submit screen at any time, even if they have not watched the entire video or reached the point in the timeline where the submit screen was inserted. I'm marking this as a bug rather than a feature request because this new feature has essentially broken a previously working feature (that my organization partially funded).

My recommendation: make the submit screen star icon invisible or inactive if "Prevent skipping forward in a video" setting is checked. Actually, I was quite surprised that it could be clicked at any time even when I inserted it at a particular point in the timeline -- that seems counter-intuitive and likely to confuse both content authors and end users. Maybe disable it if it has been manually inserted into the timeline, too? 

Content types: 

I just noticed the following strange behavior:

  • When "prevent skipping forward" is set and submit screen is inserted into the timeline at a specific point, the submit screen does NOT pop up at that specific time (but is still accessible via the star icon at the end of the timeline)
  • When "prevent skipping forward" is NOT set and submit screen is inserted into the timeline at a specific point, the submit screen DOES pop up at that specific time (and is also accessible via the star icon at the end of the timeline)

I think all of this needs to be configurable to suit different use cases. In my case, when the "prevent skipping forward" option is set, I need the submit screen to pop up at the specific time it is inserted into the timeline (this should be the expected/default behavior, honestly, and it seems to be a bug that it doesn't happen) AND I need to have the star icon at the end of the timeline disabled (so the user only accesses it when it is programmed into the timeline).
