mod_hvp_backup_libraries setting to plugin UI settings?

Hello,

I would like to see an UI option in Moodle mod_hvp for setting $CFG->mod_hvp_backup_libraries that is set in config.php this would make it easier to turn this on/off straight from the UI. If it's left on making a backup of single h5p activity can take up to 20 minutes or more.

Hi jarvil,

Thank you for contributing your ideas on how to make H5P better! With the H5P supporter program the H5P community can now vote for and fund the top voted H5P features. Also there are developers in the community who every now and then work on a feature they find interesting or useful.
