H5P Moodle Plugin Playback Rate Problem

I am using Moodle 3.6 with the latest version of H5P 1.20.2.  If you push closed captioning from youtube in your H5P videos in moodle the playback rate won't work.  If you don't push closed captioning the playback rate will work.  However, Canvas does not have this problem.  In canvas the playback rate works with or without closed captioning pushed from youtube. I suspect this is because Canvas doesn't have a dedicated H5P plugin.
