disable video navigation on initial viewing only

Hey,

I am wondering if anyone has created or is able to create an interactive video like the one that is available but that will disallow users to fast-forward during the first viewing. They can rewind and fast-forward to the farthest point viewed but they can not skip ahead until it's been viewed through completely. It's annoying but a state requirement for our courses. I have a js script that uses vimeo's api to achieve this in a scorm but I am looking for something similar using h5p. Has anyone developed something like this? I can provide the vimeo js that would probably cut back a bit of time is someone wants to take a jab at this.
