Forward Progression disabled - but skip to submit

Hi, I have currently disabled fast forward on the h5p videos. However, I notice that students can access the submit screen at any time. This seems to make the disabling of fast forward redundant. Am I doing something wrong or is this an issue with H5P? thanks in advanceDamian
