Branching scenario bug

Hi all, we have upgraded to Moodle 5.1.1 and when we tested before migrating to our production site all H5P seemed to work fine until we drilled down into using the branching scenario.

If you build the scenario like: Text + Branching question = no content shows.
If you build the scenario like any of the below, the content shows: 
Text + Image + Branching question = content shows!
Image + Branching question = content shows!
Presentation + Branching question = content shows!
Branching question = content shows!

The above experiences occur for if you are an admin (like me) student or teacher. The result occurs on chrome ( up to date Version 145.0.7632.160), firefox and edge).

Test H5P example attached. 

Our current stop gap fix is, as per the vid, to add a 'pause and reflect' image with alt text. 
All of us learning designers are encountering this issue - so not role or permissions related.

Is there anyone who can shed some light on this anomaly?
