Issues downloading H5P content from one server to another

Hello All. I have tried to migrate h5p content from an old server to a new one, however I keep getting the error:

Validating h5p package failed.

The file you uploaded is not a valid HTML5 Package (We are unable to unzip it)

 

I tried doing this a few ways: first, by reusing it from a single h5p activity within the browser; download was fine and downloaded with a .h5p extension; tried to upload and got the error shown above.

Secondly, I tried to do this via Filezilla and received the error:

I am running Moodle version 4.2.2 with H5P plugin "H5P framework v1.24 (h5plib_v124)". The primary issue is that, as I understand it, in order for me to create something such as a course presentation or interactive video that I can download, it has to be created from within moodle's content bank rather than from within the course activity. However, when I go to the content bank, it only gives me limited options to choose from so I am unable to create course presentations or interactive videos from the content bank for instance.
