Why are some content types restricted?

I cannot use certain content types. Why is this? I do not see a pay feature on the website so why can I not choose any of the content types?

Does anybody know if it is possible to have an Image Hotspot in a Course Presentation slide? If so how do you go about it?

For some reason I cannot access all of the content. It keeps saying

The use of this content type has been restricted by an administrator.
