I cannot find the New Question button in Multiple Choice. There is an Add Option and Add Range button, but no New Question button, so right now, my multiple choice quiz has one question.

Hi,

The Multiple Choice content is a single question content. Although you can add multiple "Multiple Choice" questions using the Quiz (Question Set) content type.
