Canvas Error After Installing LTI

I have recently followed the Canvas LTI installation instructions and when I try to add H5P content to my assignments I get the following error message. 

while(1);{"errors":[{"message":"The specified resource does not exist."}]}

I'm not sure where to even start with troubleshooting this issue. I have doubled back on the instructions and haven't seen an obvious step that I have missed or done incorrectly. Any advice out there?

Due to security restrictions our moodle server is not allowed to connect to the outside world. How do you manually install H5P-Content types and where do you find these packages?

If I try to upload releases (e.g. from the branching scenario content type) on https://${MOODLE_URL}/h5p/libraries.php I only get the error message 'Ungültiger H5P-Inhaltstyp' (invalid content type) on the webpage, the server itself didn't log any errors.

Help, please!
