If you don't have a development system, you'd have to pull the repositories for branching-scenario, editor-branching-scenario, branching question and editor-branching question, build the sources, pack the into libraries and upload those to moodle.
And no, Branching Scenario has not yet been released officially.

Ah, don't thank me too early.
Ah, don't thank me too early. I forgot that there are changes to the core that will have to be used as well (php-library and php-editor-library and moodle-plugin). That might be a little much for a quick test run.
