Documentation Tool

I've had a user report an on-going issue where their Documentation activities still show the 'Submit' button even though we have no LMS integration.

As far as I can tell the only way to enable/disable this button is in the LTI plugins and we're not currently using any of those. Our users are creating activites on the webportal and embedding where required.

Additionally there's nothing in my Admin settings that would seem to turn this 'Enable LRS dependent content types' on or off.

I have a Moodle instance with Core H5P.

We use the column content type with a True or False question and several Documentation tools and realized that the documentation tool is not saving the answers that the students are submitting.  Only the true or false question answer is saved. 

It used to give us a report of all answers when we were using the H5P plugin.

Is this is a bug? Is there a setting that we are missing?

Seems strange to have it display to people on a documentation tool when they can't actually submit anything - (and then be told the submission was successful also), this should be on some type of trigger. Even a disable option in the menu would suffice.
